The Alabama Citizens for Constitutional Reform (ACCR) has created a commission to study constitutional revision for Alabama. As a part of this effort, PARCA executive director Jim Williams and Professor Randolph Horn of Samford University made a joint presentation to the commission on local self government in Alabama. The following power point presentation summarizes their remarks. A report will be published in the coming months.
