2000 Revenues

Chart 1 was derived from data in Table FE-221 of the Federal Highway Administration publication Highway Statistics 2000. Figures in the table were divided by 2000 Census Bureau population data. In this and subsequent charts, the bar labeled Bal. U.S. represents all states other than the 12 southeastern states.

Chart 2 contains data on state and local motor fuel tax rates from Table MF-205 of Highway Statistics. Average local tax rates for Florida and Georgia were obtained from state highway departments; PARCA staff calculated an average for Alabama using data provided by the State Department of Transportation.

Chart 3 was derived by combining state highway revenues in Table SF-21 and local highway revenues in Table LGF-1 of Highway Statistics, netting transfers, then dividing the totals by state populations. This results in an estimate only, since local reporting is a year behind state reporting in the tables. 

 

2000 Expenditures

Charts 4-8 were derived by combining state and local expenditures from tables SF-2, LGF-2, of Highway Statistics, netting transfers among levels of government. Transit spending is not included in total highway spending numbers. Transit spending data in Chart 9 came from Table MT-1A, MT-1B, and MT-2B of Highway Statistics. Again, local reporting is a year behind state reporting, which means that the total is a best-estimate. The detailed numbers in the charts are shown in Table 1.

 

2000 Debt

Chart 10 was derived by combining long-term state and local highway debt from tables SB-2 and LGB-2 in Highway Statistics, then dividing by state populations. As in other tables, local reporting is a year behind state reporting. Transit debt is not included because of the lack of data.

 

2000 Lane Miles-Vehicle Miles

Charts 11-12 were derived from data in tables HM-60 and VM-2 of Highway Statistics, respectively.

 

2000 Road & Bridge Condition

Chart 13 contains data on the percent of substandard bridges in each state as of December, 2001, taken from the National Bridge Inventory maintained by the Office of Bridge Technology, Federal Highway Administration. "Structurally deficient" bridges are closed, posted for weight restrictions, or open when they should be posted; "functionally obsolete" bridges do not meet present-day design criteria.

Charts 14-15 contains data on the percentage of sampled road miles rated in the high and low categories of the "international roughness index" (IRI), as reported in Table HM-64 of Highway Statistics. The IRI measures only surface smoothness, not the underlying pavement condition.

 

2000 Traffic & Accidents

Chart 16 contains data on urban road congestion reported in Table HM-61 of Highway Statistics. Congestion is defined as peak-hour traffic that is at least 80 percent of road capacity.

Chart 17 contains data on the number of fatal injuries in traffic accidents per 1 billion vehicle-miles of travel, as reported in Table FI-3 of Highway Statistics.
